[reSIProcate] mailing list vs Github discussions

Hi all,
There was a recent email about Github discussions as an alternative
communication platform for reSIProcate, potentially replacing the
mailing list.
I have reservations about this for various reasons, social and technical:
- many projects have recently moved from Github to Gitlab, it is a
question we should consider before discussing any other Github service.
If we start using Github discussions, it will be harder to move to
Gitlab later.
- using services on either Github or Gitlab makes us more dependent on
that service, I feel that is to be avoided. Just using them for the
source code is not a big risk because everybody has a full clone of the
repository. With Github discussions, it is not cloned to every user
like a Git repository, everything is kept by Github, it is harder to
switch between services.
- with email, people can reply to each other personally, with forums
like Github discussions and Discourse, people are hidden and this is not
always healthy
For now, I'd suggest keeping things as they are and beginning to look at
all options for both the Github/Gitlab question, Bugzilla and also the
communications platform.
