[reSIProcate] NOTIFY without content-type

Hello!

I'm using OpenSer SIP server.
After subscription to users from my contact-list i recieve notifications 
about it's presence.
If contact isn't offline all goes clear (received NOTIFY consists 
content-type header).
But if user is OFFLINE serever sends me NOTIFY without content-type,so 
application fails.
Should I handle this in my application or server sends me incorrect info?
