[reSIProcate] NOTIFY without content-type

Well, it is generally a good idea to ensure that your app will not
crash when it receives garbage (no matter how creative said garbage
is). I'm afraid I'd need some more details about your situation
before I could say anything about whether OpenSER was breaking any
rules here.
1. Is the Notify coming in with an empty body? (Having a body and no
Content-Type would be broken)
2. What event package are we talking about here?
