[reSIProcate] no early media event received on 18x responses withno to tag

onEarlyMedia is an InviteSession callback - since the 18x doesn't have a
to tag - then it can't create/be associated with a dialog or
Invitesession.   I suppose it would be possible to add a
DialogSetHandler onEarlyMedia callback - but it would be better to fix
the endpoint.  RFC3261 section 8.2.6 mandates that a to tag be added by
a UA for 1xx responses (except 100 trying).

Hi,

I have a problem - I send an outbound INVITE from my sip UA, and get a
18x response without a to tag. I don't get the
InviteSessionHandler::onEarlyMedia event.

Is this behaviour by design?
