[reSIProcate] no early media event received on 18x responses withno to tag

Try this patch which was posted by the resiprocate developers several
months ago. For us it fixes 18x handling with improper to tags.

Hi,

I have a problem - I send an outbound INVITE from my sip UA, and get a
18x response without a to tag. I don't get the
InviteSessionHandler::onEarlyMedia event.

Is this behaviour by design?
