[reSIProcate] no early media event received on 18x responses with no to tag

Hi,
I have a problem - I send an outbound INVITE from my sip UA, and get a
18x response without a to tag. I don't get the
InviteSessionHandler::onEarlyMedia event.
Is this behaviour by design?
