[reSIProcate] logging Git commit ID at startup

Hi all,

I added a change for this for the autotools build, it is not yet
supported for Windows builds but it should not cause any breakage for
Windows, the log entry will simply be missing on that platform:

https://github.com/resiprocate/resiprocate/commit/0f13a697072ccb257391c1b59834f0e883a144df

When we complete the CMake migration process I'll try to find a generic
way to do this that works on both Windows and Linux

Git provides some other ways to do this but none of them does exactly
what we need:

https://git-scm.com/book/en/v2/Customizing-Git-Git-Attributes#_keyword_expansion

When we do the next official release tarballs this will automatically be
added to the releases whether you build them on Windows or Linux

Regards,

Daniel
