[reSIProcate] meaning of status from StatusLine

I've looked to [1] and [2] and it says:

403 ForbiddenThe server understood the request, but is refusing to fulfil it

So the server in this case is the ws.sip5060.net? If it is, the problem of
the message not being sent is nothing to do with resiprocate?
