[reSIProcate] [resiprocate] cross distro files (#16)

[wrosenauer]

add openSUSE specific initscripts for older but still in use releases
move logrotate and systemd files into a common directory as they can be used on Fedora and openSUSE without changes (and hopefully others as well)
