[reSIProcate] nICEr update, security fixes, and future of resip nICEr repo

I made such attempt few years ago when was building own softphone... But
resulting application crashed for me in nICEr code - most probably due to
bad setup or smth like it. Finally I used different connectivity checks
implementation.
