[reSIProcate] nICEr update, security fixes, and future of resip nICEr repo

Hi Byron,

Thanks for doing this merge.  I'm not aware of anyone using nICEr, however
there was always a long term goal/thought to utilize it in recon to add ICE
support to recon,
