[reSIProcate] IPv6 enabled by default in future

For future releases (beyond the one I am just testing now...) repro will
have EnableIPv6 = true

I feel it is high time we do this to flush out any lingering IPv6 issues
like the recently discovered CommandPort issue on Linux

Given that the IPv6 support is quite good and it can easily be disabled
again if really necessary, I don't see this change causing us any major
headaches
