[reSIProcate] b-webrtc changes that may have wider impact

I've just done a review of the diff between the branch and main

Here are things with potential impact for non-WS users:

resip/stack/Tuple.cxx
- more tolerant of UNKNOWN_TRANSPORT

repro/RRDecorator::singleRecordRoute
- removes an assert, slightly more tolerant if routes is empty



That's not to say there are no unintended consequences of this merge,
but those are the most obvious things that impact non-WS code paths
