I understand the reasoning but I'd prefer this transaction queue to be on application level rather than stack. There are cases when INFO messages are not related for example DTMF relay and MSML (or MSCML) requests to media server. To be backward compatible with implementation that assumes transaction queue at InviteSession let's add additional method(s) (at least for info) that will not check ongoing transaction status and send request right away.
In any case (with queuing or without), we should return transaction id as output parameter to allow response correlation.
