[reSIProcate] Patch: adds resip::Contents to in-dialog REFER request.

Hi,

Please consider the attached patch for subsequent releases, or at  
least similar functionality. It adds another InviteSession::refer()  
method that takes a Contents pointer. This way, you don't have to  
intercept the newly-created REFER request in OnReadyToSend() to  
decorate it with payload. Cheers,
