[reSIProcate] Bugzilla for the resiprocate projects

Since Scott brought this up and wondered if it was ready...

The tools out there. It hasn't been used to date.

We should put the known issues we have into it now. Anything else we  
find in 1.2RCs or later, we should put into here.
