[reSIProcate] Is PCRE project needed for Win32

My testing of resip1.1 RC1 on Win32 with and without TLS looks good.
Granted I'm a B2B that only adds support for Refer and Update, so not
everything is being used.

	No - it is only needed by repro.  You should only need ares,
rutil, resip/stack and dum.
