[reSIProcate] reSIProcate/SER nonce integration completed

I've just completed patches for using SER as a front end to 
reSIProcate.  SER creates the challenges and reSIProcate is able to 
synchronize with the SER nonce algorithm.  The patch is in JIRA:

The patch also
- allows developers to provide their own nonce generation algorithms for 
synchronization with other products if necessary.  Just subclass 
resip::NonceHelper
- does random key generation
- allows keys to be specified by the application
