[reSIProcate] rutil dependencies on resip/stack

It looks like there are some incorrect dependencies in the rutil
library. I'm working on resolving them. Here's what I'm doing.

Move from resip/stack to rutil: 
- GenericIPAddress
- external/AsyncID.cxx

Move from rutil to resip/stack: 
- FlowId
- Tuple
- ValueFifo

Move from resip/stack/test to rutil/test
