I haven't yet - but I will.  Are there any problems caused by the to tag
being present?  If not - I would suggest that we be less stringent - in
order to be able to support more (buggy) end devices.  :)

Hi Scott,

Rather than silently reinforce the broken behavior, have you at least 
brought this bug to their attention?  They may be willing to fix their 
registrations.
