[reSIProcate] Strict Routing settings on SipStack

While documenting the SipStack.hxx I came across enableStrictRouting and
isStrictRouting - which I'm planning to remove.  These functions only seem
to be a placeholder to store a setting and are not actually used by the
stack itself anywhere.
