[reSIProcate] documentation for this tarball

The documentation related files that are not currently
in the tarball (per a diff) are:

Only in sip/resiprocate: doc
Only in sip/resiprocate: Doxyfile
Only in sip/resiprocate/dum: doc
Only in sip/resiprocate/dum: Doxyfile
Only in sip/resiprocate: FAQ
Only in sip/resiprocate: Readme-Complinace.txt

These are all (particularly the doc directories) in
various stages of deep rot, but there's some good
stuff in there. I'm planning to include them in the
tarball, maybe adding a note to the appropriate
READMEs warning about their applicability.
Object now, or edit files, if you think any of this
is a bad idea.

Of course, we're still going to have to touch all
the docs (READMEs/INSTALLs/etc) that are
already set to go into the tarball.

Our doc session in June should make this better
for future releases.
