To build DTLS, you need to define
USE_DTLS=true
USE_SSL=true
It will automatically incorporate the modified for DTLS version of
openssl. If you only define USE_SSL=true, it will use the installed
version of openssl in the standard locations. If you define
USE_DTLS=true and USE_SSL=false it won't work :)
