I made some changes to configure.in that were not getting prop'd to 
Makefile.conf when you were compiling using the default build system. 
Running ./configure would NUKE Makefile.conf and remove the definition 
of RESIP_DATA_LOCAL_SIZE causing major grief for people when compiling 
Data clients.

This change in is repository version 3170 and newer.
