I'm sure some of the expert Windows™ people out there can correct me or 
provide instructions, but it is likely that your Project is configured 
to make a LIB (static archive library) and not a DLL. There will most 
likely be a configuration option in the project to change the target 
type to a DLL.  It certainly works this way in most other IDEs that I 
use.
