[reSIProcate] Old CVS Repository End-of-Life Annoucement

I have control-deleted all files in the old CVS repository in order to 
reduce confusion.
The top-level README now points people to SIPfoundry.

The project is still there, but the head of each file is deleted.
You can checkout the final version using the CVS tag 'FINAL'.
