official 1.8 series release

What has changed since 1.8.8 (skipped 1.8.9 tag due to a build script
issue):

Of particular note:
- - - the conversation manager (resip/recon) now builds, and works against
the sipXtapi binary packages
- - - please note that RHEL6 users can now build packages cleanly with

  rpmbuild -tb resiprocate-1.8.10.tar.gz

All dependencies for a RHEL6 build can be satisfied from EPEL6 now -
rpmbuild will give a list of missing dependencies, just install them
with yum and re-run the rpmbuild command.
