[reSIProcate] SIPfoundry tracker spam


We have had three incidents in the last two days of large volumes of
link-spam being posted in the SIPfoundry tracker.

To combat this, I have changed the default settings on the tracker to
prohibit postings of any kind from new accounts.  

If you would like to post an issue to the tracker, contact a project
coordinator to get the required permission.  If you don't know how to
contact an administrator, post to one of the mailing lists first (which
is often a good idea any way).

I'm sorry to have to take this fairly drastic step; I will be contacting
the Jira developers to see if we can put some less cumbersome
authorization mechanism in place soon.

Other than the offending accounts (which have been deleted), the
permissions on existing accounts are not affected.
