I think we want to be able to detect broken implementations at this
early stage so we can try to get them fixed. Later down the road I
agree its good to make the product silently fix up broken but
non-harmful problems.

Rather than silently reinforce the broken behavior, have you at least
brought this bug to their attention? They may be willing to fix their
registrations.
