[reSIProcate] Visual Studio 2022 Support Added

Hi All,
I just finished adding support for Visual Studio 2022 that was released
this week. Since we only support solution and project files for the 3
latest Visual Studio releases, this means that the VS2015 solutions and
projects have gone away. The 3 supported versions are now: VS2017, VS2019
and VS2022.
Some other related relevant changes:
- The boost dependency has been removed from reTurn, reflow and recon!
(Thanks Daniel) Boost is still used for rend, and tfm (which we should be
able to get rid of soon), however I have modified these projects to use a
NuGet pull down of the boost headers, so that no manual steps are required.
- The manual Boost install requirement was the main reason reTurn,
reflow, and tfm were kept out of the main overall resiprocate solution, so
these are now part of the main solution file. For VS2022 the separate
reTurn, and tfm solution files have been removed.
- The recon project requires sipXtapi files to fully build, so it
is kept in a separate solution file. However, this solution file has been
moved to the main folder for better visibility.
- OpenSSL still requires a manual download and placement to the correct
contrib directory (if needed). No changes here.
