[reSIProcate] reSIProcate Wiki and Mailing Lists

Hi All,

We had an unfortunate event on our resiprocate server, the wiki and mailing
lists have been down for a few days.  We are working to restore these
services from a backup.  The source code that is hosted on GitHub has
remained available during this outage.  The wiki is back online for now,
but we are still trying to sort out some authentication issues, so you
won't be able to log into it quite yet.

Big thanks to Philip Kizer for his efforts to restore everything!
