[reSIProcate] STIR implementations?

The STIR working group is finishing up its redefinition of the SIP 
Identity header. All of the documents are nearing the end of WG LC and 
will be sent to the IESG for approval very soon.

The point of the rework is to provide tools to combat robocalling (see 
https://datatracker.ietf.org/group/stir/charter/).

We're going to have some multiparty tests focusing on STIR at the next 
SIPit. If you have implementations (or can pull one together before 
September), please join us.
