[reSIProcate] travis-ci builds fixed

I've looked at the intermittent problems with builds in travis-ci and I
believe this has been resolved by changing the URL used to retrieve
additional dependency packages.  The previous URL was sometimes giving a
timeout.


I've also enabled travis-ci builds for two of the other projects:
