[reSIProcate] supporting old Visual Studio versions

There is some effort required to keep all the different versions of the
Visual Studio project files in sync, for example, when a new header file
is added.

Are people actively using older versions of Visual Studio and would
anybody volunteer to submit pull requests updating the older project
files from time to time?  Or should the older project files just be
removed from the repository?
