[reSIProcate] PRACK issue

Thanks Bjorn - I have tested this change with the TFM Prack test cases I
added and it fails on the following test:

Starting test:
 DumTestCase::testPrackInviteOffer2ndReliableProvisionalAnswer
Assertion failed: !mUnacknowledgedReliableProvisional.get(), file
ServerInviteSession.cxx, line 2100

I haven't had the time to dig into what is going on.  I will need more time
to understand what this fix does to see if it's valid.

Can you please the describe the call flow in more detail that you are
trying to fix?
