[reSIProcate] resiprocate to automatically switch over to TCP for large SIP messages

Hello,

I'm using latest 1.9 resiprocate DUM for a RLS server. It seems that
resiprocate does not switch to TCP for large SIP messages but it truncates
them. I've attached logs (check the large NOTIFY with Call-Id:
63d31337-73271482-dc0cf6e5 at 172.16.30.148). According to RFC it should
switch for anything larger than MTU - 200.

Is this a known issue or is there anything I'm missing here?
