[reSIProcate] branch created for 1.9 release

I've now created a branch for the v1.9.x releases:

https://svn.resiprocate.org/rep/resiprocate/branches/resiprocate-1.9


This means it is OK to go ahead and commit things on main/trunk again
even if they are not intended for v1.9.

If bugs are found in the release candidate they can be fixed on the
trunk and they will then be cherry picked to the v1.9 release branch
