[reSIProcate] Another move of the resiprocate server (should be final for the foreseeable future)

We are now moving to dedicated hardware (with a big thank you to IOL for the loaner hardware and continued network and colo resources).

I'll do the move tomorrow (Friday 2011/10/21) but this should be as transparent as it's possible for things to be since the new server will just take over the IPs already assigned to the existing production hosts.

I'll turn off or set to read-only most of the various services when I do my final rsync to the new system.
