[reSIProcate] UAS PRACK and isAccepted question

FYI - UAS Prack support is not complete on mainline and that does't exist in
mainline.  I assume you are working on the branch
https://svn.resiprocate.org/rep/resiprocate/branches/b-uasprack-20091103.

Sounds to me like that state should be included in the isAccepted() method.
