[reSIProcate] Putting the License on the website

I think its a good idea to post the license(s) in an easier to find spot.
It's important to note that there are multiple licenses involved in resip:
Vovida for original stack, etc, and BSD 3-Clause for new projects (ie.
recon, ichat-gw, etc.). There are also thridparty library licenses, ie.
ares, OpenSSL, libSRTP, POPT library, Berkley DB, etc...
