[reSIProcate] invite re-invite without SDP

DUM currently works with offer/answer model/stats only. However, in SVN
mainline there are changes to DUM that allow handling of any offer/answer
body type. There is documentation at the top of
dum/InviteSessionHandler.hxx that explains this.
