[reSIProcate] Resip Logger

Hi All,

We are looking at making some enhancements to the resiprocate logger, so
that each thread can control logging separately (level/subsystem,
logfilename, and externallogger settings).  There is also a goal that
multiple threads could log to the same file or a separate file, as required.
 Currently there appears to be some limited form of support for this on non
Windows or Mac platforms (LOG_ENABLE_THREAD_SETTING define).  We plan to
further enhance this and add Windows support.

In general this work we will attempt to maintain backwards compatibility,
however I wanted to get a feel for how many resip users are using per-thread
resip logger settings.  If you are using the get/setServiceLevel or
get/setThreadSetting logger API's and you care if the interfaces change,
then please respond to this.
