[reSIProcate] Question concerning resiprocate-1.5

I'm not surprised - the p2p project was the result of a 2-3 day coding
session last year.  We never got the point of getting it to
successfully bootstrap yet.  As far as I know, no one is actively
working on the completion of this project at this time.  It would
probably be good for us to place a readme in that directory to make
this clear.
