[reSIProcate] Gearing up for 1.6 release

	I have started work on getting a 1.6 release candidate ready for the  
upcoming SIPit. I have started merging some work into branches/b-bwc- 
tklc-fixes-2009, I'd like to have at least another pair of eyes on  
what I am doing. I am merging piecemeal, so it should be relatively  
easy to see what I'm doing. Let me know if you are looking at the  
code, so I'll know if I need to start getting people on the phone ;)
