[reSIProcate] Timers: why system time?

I was thinking the same.  IMHO this should be a runtime check via
GetProcAddress().  

Also, the alternate solution I posted does not require the additional coding
to call getTimeMs() in various places and is an easier switch between
GetTickCount and GetTickCount64.

MS Vista and Server 2008 introduce GetTickCount64;-)

Should we support it in any way?
Compile time?
Run time?
