[reSIProcate] HeapInstanceCounter not used by DUM

Hi,

 

Any reason why the HeapInstanceCounter in rutil is not used by DUM?  I was
thinking of adding RESIP_HeapCount to most classes in DUM (any class
allocated on the heap with new).
