[reSIProcate] Tortoise SVN for windows - download issue

SVN is for version control only - you need Visual Studio to
compile/link.  

 

To get the source you have two options:

-          use Tortoise SVN and check out a local copy of the
resiprocate source directly from the subversion repository (instructions
on wiki)

-          download a release tarball, and extract the source from:
https://www.resiprocate.org/files/pub/reSIProcate/releases/ - if you use
this option, you do not need TortoiseSVN

Can anybody get the Tortoise SVN from the below site? I can not download
the .msi file:

One addition question, is it necessary to use the SVN on windows
