[reSIProcate] Accept header

Hi guys,
I wonder of there is any particular reason why advertising of Accept header is not include in Dialog::makeRequest , Dialog::makeResponse and BaseCreator::makeInitialRequest methods along with other capabilities related headers (Supported, AllowEvents, AcceptEncoding, etc.)
