[reSIProcate] RADIUS for reSIProcate/dum

I've added the following, it may be useful if someone reviewed this code 
given that it has security implications:

rutil/RADIUSDigestAuthenticator - utility class for RADIUS

resip/dum/RADIUSServerAuthManager - an implementation of 
ServerAuthManager using RADIUS

The utility class is largely based on code from auth_radius in SER - 
thanks to Jan Janak for allowing this code to be re-used under a 
BSD-like license.
