[reSIProcate] is Via header necessary in REGISTER?

Via is required in all requests (see section 8.1.1 of RFC3261):

 

A valid SIP request formulated by a UAC MUST ,at a minimum, contain the
following header fields: To,

From, CSeq, Call-ID, Max-Forwards, and Via; all of these header fields
are mandatory in all SIP requests.

hi all,

    in rfc3261 10.2, it doesn't mention that VIA header is necessary in
REGISTER. But in repro this header field seems to be necessary for
registrar.
